German police said in a statement that the plane appeared to be a Cessna Citation flying from England to an airfield at Foehren, near the crash site. All on board appeared to have died.
The Foreign Office said it was 'urgently' looking into reports that two of those on board may have been British. However, there has been no confirmation regarding the nationalities of the victims, with an airport spokesman saying all those on the plane were German.
The aircraft damaged an electricity pylon as it came down and was ablaze when firefighters arrived at the scene.
Experts have been at the site throughout the afternoon but it is not yet known what caused the crash, authorities said.
German police said a member of the public called emergency services after seeing the plane.
