He doesn't know his name, age or where he comes from, and speaks only basic English.
The young man, who is thought to be in his late teens to early 20s, is not able to describe what has happened to him.
But it is thought he could be the victim of people traffickers and fled to escape them.
It is understood the man has not been working illegally and simply arrived in the city on November 11. Because he is stateless he cannot see a doctor or get help from a number of agencies.
